CONTINGENCY PLAN OF THE PORT AUTHORITY OF VIANA DO CASTELO LEIXÕES

In accordance with the provisions of the International Health Regulations 2005 (IHR), the port has developed its plan, the Contingency Plan of the Leixões Port Authority, following the recommendations of the World Health Organization (WHO), the Standards and Guidelines of the Directorate-General of Health (DGS), and the Port Health Authority, regarding infection with the new Coronavirus (SARS-CoV-2), which leads to the disease COVID-19.
The Contingency Plan of the Leixões Port Authority is coordinated with the APDL Contingency Plan (Occupational Safety and Health), and is integrated into the Contingency Plans of its Partners in Port Operations:
- Contingency Plan of the Municipal Health Authority of Matosinhos - International Health
- Contingency Plans of Concessionaires
- Contingency Plan of entities based in the port
The various plans in their development follow various national and international guidelines:
- Guidance No. 006/2020 of February 26, 2020 - Infection with SARS-CoV-2 (COVID-19). Procedures for prevention, control, and surveillance in companies;
- Guidance No. 005/2020 of February 26, 2020 - Infection with SARS-CoV-2 (COVID-19). Procedures for ports and travelers by sea;
- Dispatch No. 3298-C/2020 of March 13 - Determines the prohibition of disembarkation and licenses for land for passengers and crews of cruise ships in national ports;
- Resolution of the Council of Ministers No. 10-B/2020 of March 16 - Reinstates, on an exceptional and temporary basis, the documentary control of persons at borders in the context of the epidemiological situation caused by the new coronavirus SARS-CoV-2 and the disease COVID-19;
- DGS - National Determination of March 17;
- Decree of the President of the Republic No. 14-A/2020 of March 18 - Declares the state of emergency, based on the verification of a situation of public calamity.
As a port infrastructure, the plan defines the procedures to be adopted in the analysis of prior notifications upon arrival of ships, in the face of a suspected case on board or in port facilities, as well as communication and procedures for validated cases.
In addition to ship crews and passengers, concerning port workers, the document describes and defines the main stages of infection with the new Coronavirus SARS-CoV-2, the causal agent of COVID-19, as well as the procedures to be adopted for workers with symptoms of this infection.
The Plan will be updated at any time, considering the evolution of the epidemiological situation of COVID-19.
