The Security Management System policy for rail freight terminals ensures compliance with COMMISSION DELEGATED REGULATION (EU) No. 2018/762, of March 8, 2018, which establishes common security methods in terms of system requirements safety management, in accordance with Directive (EU) 2016/798 of the European Parliament and of the Council and repealing Regulations (EU) No. 1158/2010 and (EU) No. 1169/2010 of the Commission and will be updated in accordance with the strategic objectives and taking into account the objectives and security assessments carried out by APDL.
Therefore, measures must be implemented to ensure railway safety, within the scope of the Safety Management System for Railway Goods Terminals (APDL's SGSTFM), with the following objectives:
- Comply with the applicable legislation in force, Regulations and Standards that regulate it;
- Promoting a Positive Safety Culture on European RailwaysProtect installations and other railway and port facilities, with particular emphasis on people and goods;
- Train and guide the elements involved on preventive actions and actions to be taken in the event of a threat, as well as raise awareness among people/workers at the Railway Facilities and at the Port of Leixões of the importance of safety, ensuring the necessary training and awareness;
- Establish coordination and information exchange relationships with relevant Stakeholders in Railway Security, with a view to reducing risk in general and, in particular, controlling threats;
- Reduction of operational risk through a broader risk assessment and a deeper understanding of workplace conditions and risks, by all levels of the organization and activities carried out by third parties;
- Decrease in the occurrence of injuries to workers, through the elimination of risks identified through more reports of «near misses»;
- Lessening of unsafe conditions and acts through increased worker engagement and leadership development;
- Reduction of costs related to worker injuries, and unsafe conditions and acts;
- Improved performance through a deeper understanding of workplace conditions;
- Ensuring the implementation, monitoring, review, auditing and updating of the management program, testing the implemented measures to ensure their effectiveness;
- Continuously improve the effectiveness of the system, in particular in preventing the occurrence of unwanted situations and their potential consequences.
