The Port of Leixões, in compliance with the concessions policy outlined for the port sector, carried out a process of concessions which led to the transfer of almost all cargo handling to the private sector of economy.

The Oil and Ocean Terminals are a concession operated by Petróleos de Portugal - Petrogal, S.A. The concession contract for private use started in 2006 and it is applied for a 25 year period.
The Oil Terminal, that was built on the natural submerged breakwater (700 m long and 15m height above the sea level) and is also used as a bar entrance protection, is linked to the Leça da Palmeira refinery by oil and gas pipelines. It has 3 berths: Pier A (-15m ZHL) is for crude oil and various refined products; Pier B (-10m ZHL) is for crude oil, various refined products, liquefied petroleum gases and aromatics; Pier C (-6m ZHL) is for liquefied petroleum gases, various refined products as well as aromatics. Petrogal is obligated to render services to third parties, whose pipelines are connected from the Terminal to warehousing areas.
The Ocean Terminal is located outside the Port of Leixões area, but under its public domain jurisdiction. The property belongs to Petrogal and has available a single mooring berth, with depths of -30m. The Ocean Terminal is used by tankers up to 150.000 DWT and is destined to handled crude oil.

Through the Concession Agreement, signed in May 2001, the company TERCIM - Terminais de Cimento, S.A. has the right of exclusive use of an area of approximately 2,500 m2, in Dock 1 South, with the sole purpose of its commercial use through the reception of cement, its covered storage and shipment, by land or sea. The unloading operation is performed via underground pipelines, directly from the self-unloading ship to the warehouses, via an airtight closed-circuit system which complies with all the environmental standards in regards to noise and air pollution. Since May 2003, TERCIM was authorized to assign the operation to SECIL - Companhia Geral de Cal e Cimento, S.A.
CIMPOR, Indústria de Cimentos, S.A has also the right of private use of an area in Dock 1 South for the reception, storage and shipment of cement. The licence was granted in January 2000 for a period of five years, having been extended for more five years.

Located on Dock 1 at the South Mole, the company ED&FMAN has a licence to unload molasses via pipelines.
The REPSOL company has a licence to unload asphalt products via pipelines located at the South Mole. CEPSA – Companhia Portuguesa de Petróleos, Lda also has a licence for the reception of asphalt products and fuel oils, via pipelines located on Dock 2 South, and for fuels at Pier B of the Oil Terminal.
Located adjacent to the Port of Leixões, the terminal of Silos de Leixões - Unipessoal Lda was created for the storing of grain and its by-products, oleaginous seed and other food-stuff occupies an area of 2.3 ha and has a storing capacity of 120.000 tonnes, 105.000 tonnes of which in vertical silos and 15.000 tonnes in a warehouse.

Concessioned to Docapesca – Portos e Lotas, S.A. the Fishing Harbour was made up of three intake jetties of 1.890 metres in total length and - 4 metres in depth. It has adequate facilities for the support of the fishing boats, as well as for the marketing of fish.

At the foot of the North Mole there is the marina for leisure craft. It is concessioned to the association of clubs Marina de Leixões - Associação de Clubes. This structure has a permanent mooring capacity of 248 berths and is equipped with all types of services (supply of drinking water and electricity; maintenance of boats; restaurants and bars, among others).
The Port Authority carried out some re-vitalization works, on the Cantareira/Sobreira area, nearby the Douro River, covering some 25,000 m², where it was recovered for the city of Oporto, a new space for leisure and for the protection of the people that live there. In this place a restaurant and bar with esplanade were concessioned to Companhia de Cervejas Portugália S.A.
